What are four basic components of eligibility for a FEMA Public Assistance Grant

FEMA Public Assistance Grants are awarded to state, tribal, and local governments, as well as certain private non-profits, to help them recover from disasters.  There are four fundamental components that determine eligibility for these grants:

  1. Applicant: The entity applying for the grant must be eligible. This includes:
    • State and territorial governments
    • Tribal governments
    • Local governments (cities, counties, etc.)
    • Certain types of private non-profit organizations (as determined by FEMA)
  2. Facility: The damaged facility must also be eligible.  This includes:
    • Buildings (public or private)
    • Public works systems (roads, bridges, water treatment plants, etc.)
    • Equipment (vehicles, generators, etc.)
    • Improved and maintained natural features (beaches, dunes, etc.)
  3. Work: The work performed must be eligible and directly related to the disaster. This includes:
    • Emergency work: Protecting life and property during the immediate aftermath of the disaster (debris removal, search and rescue)
    • Permanent work: Repairing or rebuilding damaged facilities to address long-term needs
  4. Cost: The costs incurred for the eligible work must be adequately documented, authorized, necessary, and reasonable. This includes:
    • Labor costs (salaries, wages, overtime)
    • Materials and supplies
    • Equipment rentals
    • Contracts with qualified vendors
