Eligibility

Based on the eligibility pyramid, could counties act as the Applicant on behalf of municipalities, special districts and private non-profits?

Typically, State statute does not allow for counties to be legally responsible for other entities such as schools, medical facilities, etc. However, there are instances where counties have been granted legal responsibility over townships. If the State believes statute currently exists to grant legal authority to the counties, the State should submit the applicable statute for FEMA legal review.
