Must be in the Public Interest:

  • The debris removal activity must serve the greater good of the community. This means it should address a situation that poses a threat or hinders the recovery process for a significant portion of the population.

Eliminates Threats:

  • The debris removal must directly eliminate immediate threats to:
    • Lives:  Debris that could cause injuries or fatalities during cleanup or reconstruction efforts. (e.g., unstable structures, hazardous materials)
    • Public Health:  Debris that could lead to outbreaks of disease or create unsanitary conditions. (e.g., animal carcasses, mold-infested materials)
    • Safety:  Debris that could impede emergency response or hinder safe navigation of public areas. (e.g., blocked roads, downed power lines)

Result of the Declared Incident:

  • The debris must be a direct result of the disaster for which a federal Public Assistance declaration has been issued.  Debris from pre-existing conditions or unrelated events wouldn't be eligible.

Additionally:

  • Eligible Debris: The debris FEMA helps remove under Category A typically includes:
    • Vegetative debris (trees, branches)
    • Construction and demolition debris
    • Sand, mud, silt, gravel, rocks, boulders
    • White goods (appliances)
    • Vehicle and vessel wreckage
  • Public vs. Private Property: While debris removal on public property is generally prioritized, FEMA  may  authorize  removal of debris from improved private property  in specific situations. These situations often involve:
    • Debris blocking access to a public right-of-way (roads, sidewalks)
    • Debris posing a significant threat to public health or safety
