Cost-Estimating

Cost Estimating Format (CEF) is a methodology used by FEMA to estimate the total cost of eligible permanent work

The FEMA Public Assistance (PA) Cost Estimating Format (CEF) is a methodology used by FEMA to estimate the total cost of eligible permanent work for large construction projects following a disaster. Here's a breakdown of the CEF and resources for further information:

What is the FEMA PA CEF?

  • It's a forward-pricing model that considers all potential costs associated with repairing a damaged facility to its pre-disaster condition (function and capacity).
  • FEMA specialists and grant applicants work together to develop detailed descriptions and scopes of work for eligible projects.

Structure of the CEF:

The CEF consists of eight parts that reflect the proposed costs of each project:

  1. Base Construction Cost: Covers labor, equipment, and materials needed for the eligible work.
  2. Work Execution Costs: Includes costs for temporary services/utilities, safety measures, field supervision, quality control, and administrative submissions.
  3. Construction Cost Contingencies: Accounts for project unknowns, complexities, and site access difficulties.
  4. Architectural/Engineering Services: Covers design and engineering fees associated with the project.
  5. Permitting and Inspection Fees: Includes costs for obtaining necessary permits and inspections.
  6. Other Direct Costs:  Any other eligible costs directly related to the project that don't fit into the previous categories.
  7. Profit: A reasonable contractor profit is factored in.
  8. Bond and Insurance:  Costs for project bonds and insurance are included.

Who Uses the CEF?

The CEF is typically used for large projects where the permanent restorative work (repair, replacement) costs meet or exceed a certain threshold established by FEMA.

FEMA regulations can be subject to change.  It's always recommended to consult directly with FEMA for the most up-to-date information on the CEF and its application to your specific project.
