How are Reassigned Employees costs reimbursed

Reassigned employee costs are reimbursed by FEMA based on the employee's normal pay rate. ​

FEMA provides Public Assistance (PA) funding for these costs, considering the labor expenses incurred by the Applicant for the reassigned employees. ​When seeking reimbursement, the Applicant must submit documentation that supports the labor costs claimed for the reassigned employees. ​

This documentation should include: ​Summary of actual costs for completed work: The Applicant needs to provide a summary of the actual costs incurred for the work performed by the reassigned employees. How are reassigned employee costs reimbursed? FEMA reimburses these costs based on the employee's normal pay rate. The Applicant must provide documentation supporting the labor costs claimed for the reassigned employees. This documentation includes a summary of actual costs, individual details for each employee, fringe benefit calculations, and the pay policy.

FEMA evaluates the reasonableness and eligibility of the labor costs claimed and reimburses the Applicant if the costs meet the necessary criteria.​Individual details: For each reassigned employee, the Applicant must provide the following information: ​NameJob title and function ​Type of employee (e.g., full-time exempt, full-time non-exempt, part-time, temporary) ​Days and hours worked ​Pay rates and fringe benefit rate ​​Description of work performed, along with representative samples of daily logs or activity reports, if available ​Timesheets: The Applicant may be required to provide representative samples of timesheets when requested by FEMA. ​

Fringe benefit calculations: The Applicant needs to include calculations of fringe benefits, which are additional costs associated with the employee's compensation package, such as holiday leave, accrued vacation leave, sick leave, social security matching, Medicare matching, unemployment insurance, workers' compensation, retirement, health insurance, life and disability insurance, and administrative leave. ​Pay policy: The Applicant must provide the pay policy that outlines the compensation and benefits structure for the reassigned employees. ​Based on the documentation provided, FEMA evaluates the reasonableness and eligibility of the labor costs claimed for the reassigned employees. ​ If the costs are deemed reasonable and meet the necessary criteria, FEMA will reimburse the Applicant for these costs as part of the Public Assistance program. ​
