Fund Management: The recipient (usually a state or tribal government) receives the obligated funds from FEMA and disburses them to the applicant (local government or eligible non-profit) . Monitoring and Reporting: The recipient is responsible for monitoring how the applicant uses the funds and ensures compliance with FEMA regulations . The applicant submits quarterly progress reports to FEMA through the recipient Project Changes: If the project scope or costs change, the applicant can submit amendment requests to FEMA for approval . This may involve requesting additional time to complete the project.
