Laws and Regulations

FEMA provides assistance based on authorities defined in statutes and regulations. These authorities specify requirements that must be met. Statutes are federal laws passed by the U.S. Congress and signed by the President. All PA Program assistance must comply with all applicable statutes. The Robert T. Stafford Disaster Relief and Emergency 43 Assistance Act, as amended (Stafford Act), Title 42 of the United States Code (U.S.C.) § 5121 et seq. authorizes FEMA to provide assistance under the PA Program.
