FEMA may provide PA funding to a local government for the repair of a public facility damaged by a major disaster. To be eligible; work must be required as a result of the declared incident. An applicant must provide more than statements or opinions to substantiate its claims; documentation or other evidence supporting its position must be submitted. For permanent work; the Applicant must demonstrate that damages were directly caused by the disaster. FEMA does not provide PA funding for repair of damage caused by deterioration. If the Applicant does not provide sufficient documentation to support its claim as eligible; FEMA cannot provide PA funding for the work.Without documentation of the Facility pre-event condition; FEMA cannot distinguish the condition of the Facility prior to the event. The Applicant did not establish the damage to the Facility was the direct result of the disaster.
