The applicant is responsible for providing documentation to support its claim as eligible and show that work is required to address damage caused by the disaster; especially for roads; as it is difficult to distinguish between preexisting damage and damage caused by the disaster.The documentation presented by the Applicant demonstrates a portion of road repair work is required as a direct result of the disaster; while all other claimed repairs are not substantiated to be required as a result of the disaster rather than preexisting conditions or traffic damages.Specific instances of clearly distinguishable flood damage in damage inventory 371219 are a direct result of the declared event and work to repair them is eligible. Claimed repairs which the Applicant has not substantiated are required as a result of the disaster; which are the result of predisaster conditions or deferred maintenance; or for which the Applicant has not established predisaster condition or capacity remain ineligible.
