A Community Development District (CDD) must be legally responsible for ownership; maintenance; and operation of an eligible facility that is accessible to the general public.The Applicant facilities do not serve the general public; as they are generally limited to the use of its residents and have facility access policies restricting non-residents.It is the Applicant responsibility to substantiate its claim as eligible. The documentation fails to demonstrate that debris removal was due to an immediate threat.FEMA is unable to substantiate the origin and eligibility of the debris removal work of the landscape contractors; and; in turn; Crowder or Volkert.
