A natural feature may itself be an eligible facility if it is improved and maintained.The Applicant has not demonstrated that it constructed improvements to the embankment natural characteristics or that it maintained improvements on a regular schedule.If an eligible facility such as a road is located on a slope and is damaged as a result of a landslide or slope instability triggered by the incident; FEMA may approve funding for restoration of the integral ground that supports the facility.The Applicant has not established any disaster damages to an eligible facility.FEMA is authorized to provide PA funding for emergency work which must be done to eliminate or lessen immediate threats: (1) to lives; public health; or safety; or (2) of significant additional damage to improved public or private property in a cost-effective manner.The Applicant has not provided documentation that substantiates its assertions that the embankment condition poses an immediate threat.
