Applicants are responsible for demonstrating that work is required as a direct result of the disaster; and not to repair pre-existing damage or correct predisaster inadequacies.The bridge had pre-existing damage and suffered from predisaster inadequacies; and the Applicant has not demonstrated what work was required before the disaster and what was required as a direct result of the disaster.Improved and alternate projects are projects where FEMA funding is capped at the estimated amount required to address disaster related damage. Hazard Mitigation is action taken to mitigate future risk; and is eligible based on the portions of the facility damaged by the disaster.Because the Applicant did not establish what damage was a direct result of the disaster; the project was ineligible for funding as an improved or alternate project or hazard mitigation.FEMA provides funding to repair disaster related damage in conformity with currently applicable codes and standards.Because the Applicant did not establish what damage was a direct result of the disaster it was not eligible for funding to comply with codes and standards.A facility is eligible for replacement when the cost to repair disaster related damage exceeds 50 percent of the cost to replace the facility.Because the Applicant did not establish what damage was disaster related; it did not demonstrate eligibility for repair or replacement.
