Per 44 C.F.R. 206.204(e)(2) an applicant may request additional funding for cost overruns in small projects; but only if the actual costs of all small projects significantly exceed the approved estimated costs. In addition; such a request is considered an appeal in accordance with 44 C.F.R. 206.206; and an applicant must submit the appeal to the grantee within 60 days of completion of all the applicant small projects. The Applicant did not submit its net small project overrun request within 60 days of completion of all of its small projects; thus; the request was untimely.
