FEMA may reimburse project expenses incurred before the project deadline but only if the project is completed.At the time the Applicant submitted its Alternate Project request; the approved SOW only included A&E services. However; the Applicant did not submit a SOW to repair the Facility and therefore; there is no approved SOW for restoration of the Facility or an approved cost estimate upon which to base an Alternate Project.
