Scope of Work - Spring Township

This is in response to a letter from your office dated May 31, 2017, which transmitted the referenced second appeal on behalf of Spring Township (Applicant). The Applicant is appealing the Department of Homeland Security’s Federal Emergency Management Agency’s (FEMA) denial of $94,389.17 in costs for the placement of additional gravel on damaged roads and the repair of two culverts. As explained in the enclosed analysis, I have determined that the Applicant has not demonstrated it identified the damaged facilities within 60 days of the first substantive meeting, or requested and received approval of a change in the original scope of work for PW 123. Accordingly, I am denying this appeal. Please inform the Applicant of my decision. This determination is the final decision on this matter pursuant to 44 C.F.R. § 206.206, Appeals.
