This is in response to the letter from your office dated February 16, 2017, which transmitted the referenced second appeal on behalf of the University of Houston-Main Campus (Applicant). The Applicant is appealing the U.S. Department of Homeland Security’s Federal Emergency Management Agency’s (FEMA) denial of $19,130.00 in Public Assistance funding for repairs to its Athletic Center. As explained in the enclosed analysis, I have determined that all items of work on appeal exceeded, or were additions to, the approved scope of work, which the Applicant completed without obtaining prior approval from FEMA. Accordingly, I am denying the appeal. Please inform the Applicant of my decision. This determination is the final decision on this matter pursuant to 44 C.F.R. § 206.206, Appeals.
