This is in response to a letter from your office dated August 29, 2014, which transmitted the referenced second appeal on behalf of St. Mary’s Academy (Applicant). The Applicant is appealing the Department of Homeland Security’s Federal Emergency Management Agency’s (FEMA) denial of funding of $115,952.86 associated with contract security services in PW 17387. As explained in the enclosed analysis, I have determined that the Applicant did not comply with the requirements of 2 C.F.R. Part 215 in procuring security services. However, the costs incurred were reasonable. Therefore, I am granting this appeal. Please inform the Applicant of my decision. This determination constitutes the final decision on this matter pursuant to 44 C.F.R. § 206.206, Appeals.
