This is in response to a letter from your office dated August 22, 2014, which transmitted the referenced second appeal on behalf of the City of Southbay (Applicant). The Applicant is appealing the U.S. Department of Homeland Security’s Federal Emergency Management Agency’s (FEMA) denial of $16,300.75 in Public Assistance (PA) funding for debris removal work performed following Hurricane Wilma. As explained in the enclosed analysis, the appeal was not submitted within the regulatory timelines established in 44 C.F.R. § 206.206. Additionally, I have determined that the Applicant has not provided adequate documentation to justify the obligation of $16,300.75 in PA funding. Therefore, I am denying the appeal.
