44 C.F.R. § 206.206(c) requires applicants to appeal an agency decision within 60 days, and Grantees must forward the appeal within 60 days of receipt. Here, the Applicant’s first appeal was almost two years late, and the Grantee did not forward the first appeal for an additional 297 days. While the Applicant timely filed its second appeal, the grantee did not forward the second appeal for 108 days. Therefore, both the first and second appeals were untimely.
