An Applicant must demonstrate that the damage was the result of the declared incident The Applicant did not demonstrate that the work was the result of the declared disaster, as in many instances, the Applicant did not demonstrate that there was any damage at all, and therefore, it is ineligible for PA funding. It is the Applicant’s responsibility, where preexisting damage exists, to distinguish that damage from the disaster-related damage. The Applicant did not address concerns regarding preexisting damage and did not demonstrate the predisaster condition of the Facility, and therefore it is ineligible for PA funding.
The Applicant has not provided documentation to demonstrate that the requested work is required as a result of the declared incident. Accordingly, the Applicant’s second appeal is denied.
