It is the applicant’s responsibility to demonstrate that claimed damage was caused directly by the incident and, where pre-existing damage exists, to distinguish that damage from disaster-related damage. The Applicant has not provided documentation that distinguishes pre-existing damages from disaster-related damages. The predisaster photographs reveal significant deterioration, including alligator cracking, weathering, and block cracking. Similarly, the post-disaster photographs provided by the Applicant show damage more consistent with long-term deterioration and pre-existing conditions rather than evident disaster-relateddamage.
The Applicant has not demonstrated that the work to repair its Facilities was required as a result of the disaster. Therefore, this appeal is denied.
