FEMA provides PA funding to eligible applicants for the repair, restoration, reconstruction, or replacement of eligible facilities damaged or destroyed by major disasters. To be eligible for PA funding, work must be required as a result of the disaster. To be eligible, costs must be adequately documented. The Applicant has demonstrated that damages to both Facilities were directly caused by the declared incident. The requested work is therefore eligible for PA. The Applicant demonstrated the eligible repair costs attributable to repairs for the Mallard Drive sidewalks but did not demonstrate eligible repair costs attributable solely to Brookdale Drive.
FEMA finds damages to both Facilities were directly caused by the declared incident. However, the Applicant has only demonstrated the eligible repair costs attributable for repairs to the Mallard Drive sidewalks; therefore, FEMA awards the claimed costs in the amount of $13,997.97. The eligible repair costs attributable solely to Brookdale Drive could not be determined from the administrative record. As such, FEMA cannot award any costs for the claimed work. Therefore, the second appeal is partially granted.
