For Permanent Work, the applicant must demonstrate that damage was caused directly by the declared incident. The Applicant did not substantiate that the damage to the Facility was caused by directly by the declared incident, rather than from preexisting damage.

The Applicant has not demonstrated that the damage to the Facility is a direct result of the declared incident. Therefore, this appeal is denied.
