To be eligible for PA funding, work must be required as a result of the disaster, and the applicant must demonstrate that the damage was directly caused by the incident. The Applicant did not document routine maintenance of the bridge, that it repaired the damaged items identified in the previous bridge reports or that it took measures to protect the bridge from further damage and deterioration.

The Applicant has not demonstrated the claimed damages are the direct result of the declared incident and not the result of pre-existing damage.
