FEMA is authorized to provide assistance for the repair, restoration, reconstruction, or replacement of facilities damaged by a major disaster based on the predisaster design and function of the facility and in conformity with applicable codes and standards. To be eligible for PA funding, work must be required as the result of the declared incident, and the applicant must demonstrate that damage was caused directly by the declared incident. The documentation does not show the damage is the direct result of the event rather than due to deterioration or deferred maintenance.

CONCLUSION

The claimed repairs are not required as the direct result of the disaster. Therefore, the appeal is denied.
