To be eligible, work must be required as a result of the declared incident. Where pre-existing damage exits, the Applicant needs to distinguish that from damage from the disaster

The Applicant has not demonstrated that work to repair the damage to its road and embankment resulted from the disaster. Therefore, this appeal is denied.
