HEADNOTES

Increased costs of operating a facility or providing a service are generally not eligible, even when directly related to the incident. These additional costs are only eligible if the services are specifically related to eligible emergency actions to save lives or protect public health and safety or improved property. The claimed overtime for election services are ineligible increased operating costs of continuing operation of the Applicant’s polling locations rather than an eligible emergency protective measure. FEMA does not provide PA funding for utility, maintenance, or operating costs in a temporary facility, even if these costs increase. The claimed operating costs at existing polling locations are not eligible temporary relocation costs.

CONCLUSION

The requested reimbursement for work is not associated with eligible increased operating costs. Therefore, this appeal is denied.
