FEMA may provide funding for debris removal that is in the public interest. Applicants are responsible for showing that emergency work is required due to an immediate threat resulting from the declared incident. The Applicant has not demonstrated how vegetation damage in unimproved areas or along the sides of the roads posed an immediate threat from the declared incident.
I have determined that most of the claimed debris removal work was not required to eliminate an immediate threat caused by the disaster. In addition, FEMA finds the Applicant did not provide information enabling FEMA to verify cost for the potentially eligible emergency work. Therefore, this appeal is denied.
