FEMA may reimburse eligible Applicants for emergency shared transportation services, provided to healthcare workers traveling to and from medical facilities to perform eligible COVID-19 medical care when necessary to meet immediate threats to life, public health, and safety in response to COVID-19. The Applicant’s documentation does not demonstrate that the parking and transportation services provided and associated costs were only for healthcare workers who worked directly with confirmed or suspected COVID-19 infected individuals, were for shared transportation services, or were for any other limited circumstance required by FEMA’s applicable COVID-19 policies for Public Assistance funding.

CONCLUSION

The Applicant has not demonstrated that the parking and transportation services and related costs were for shared transportation services or for emergency protective measures associated with any of the eligible categories included under FEMA’s COVID-19 policies. Therefore, this appeal is denied.
