FEMA may provide assistance to eligible PA applicants for measures implemented to reduce immediate threats to lives, public health, and safety, as well as certain measures to facilitate the safe opening and operation of eligible facilities in response to COVID-19, which may include the purchase and distribution of personal protective equipment, cleaning and disinfection, and temporary physical barriers or signage to support social distancing. The Applicant has not demonstrated that its purchases of absentee ballot materials, drop boxes, absentee ballot postage, folding tables, food service supplies, and storage units for classroom furniture were eligible emergency protective measures under FEMA’s COVID-19 safe opening and operation policy.
The Applicant has not demonstrated the purchased items were tied to the performance of eligible emergency protective measures required to eliminate or lessen an immediate threat to life, public health, or safety. Therefore, this appeal is denied.
