Immediate Threat

HEADNOTES

FEMA may provide assistance to eligible PA applicants for measures implemented to reduce immediate threats to public health and safety, as well as certain measures to facilitate the safe opening and operation of eligible facilities in response to COVID-19, which may include the purchase and installation of temporary physical barriers to support social distancing. The Applicant’s purchase of ballots and postage to help maintain governmental service operations is not related to any eligible emergency protective measures in any of FEMA’s COVID-19 policies or comparable to any such activity that eliminates or mitigates an immediate threat.

CONCLUSION

The Applicant did not demonstrate the work performed was an eligible emergency protective measure necessary to address an immediate threat to life, public health, or safety resulting from COVID-19. Therefore, this appeal is denied.
