In response to COVID-19, eligible emergency protective measures include certain specific, limited measures implemented to facilitate the safe opening and operation of eligible facilities. Desks, touchless water fountains, and the rental of storage space are not among the list of eligible emergency protective measures in FEMA’s COVID-19 policies. Because the work and costs for these items are not associated with eligible emergency protective measures, they are ineligible for Public Assistance funding.
The Applicant has not demonstrated that the claimed work and costs are associated with eligible emergency protective measures to safely open and operate its facilities. Therefore, this appeal is denied.
