For emergency protective measures to be eligible, the applicant is responsible for showing the work is required due to an immediate threat resulting from the declared incident. The Applicant’s service summaries document the use of the ambulance to provide emergency medical services for COVID-19 patients on just two occasions, for a total of 6.5 hours. Though the Applicant asserted it subsequently utilized the ambulance for similar work during the incident period, it did not provide any further documentation. The extended period of time (19 months) that elapsed between placing the order for the ambulance and receiving it does not support the Applicant’s assertion that the ambulance was an immediate need to respond to the pandemic.

CONCLUSION

The Applicant did not demonstrate that purchasing the ambulance was required to respond to the immediate threat of the COVID-19 pandemic.
