To be eligible, medical care provided in a primary medical care facility must be directly related to the treatment of COVID-19 patients, and costs must be directly tied to the performance of eligible work and adequately documented. The Applicant did not track its contract labor costs in a manner that directly ties the work to specific patient care. Therefore, the documentation does not substantiate that the claimed contract labor costs are directly tied to eligible work related to treatment of COVID-19 patients.

CONCLUSION

The Applicant’s claimed contract labor costs are not directly tied to the performance of eligible work. Therefore, this appeal is denied.
