To be eligible for reimbursement, costs must be directly tied to the performance of eligible work and be adequately documented. The Applicant’s FAL, FAE, and materials costs are ineligible for PA funding because they could not be tied to the performance of eligible work. For emergency protective measures to be eligible, the applicant is responsible for showing the work is required due to an immediate threat. The Applicant did not demonstrate that the cardiac monitors were purchased to respond to an immediate threat due to COVID-19.

CONCLUSION

FEMA finds that the Applicant’s FAL, FAE, materials and cardiac monitors are ineligible for PA funding because the Applicant did not demonstrate that they were tied to eligible emergency protective measures to respond to an immediate threat from COVID-19. Therefore, this appeal is denied.
