Under the COVID-19 declarations, FEMA may provide assistance for eligible emergency protective measures that include certain specific, limited measures implemented to safely open and operate an eligible facility. The Applicant did not demonstrate that the claimed costs were incurred at an eligible facility nor that they were eligible under any COVID-19 policies.

CONCLUSION

FEMA finds the claimed costs were not incurred to safely open and operate an eligible facility and are not otherwise eligible under FEMA’s COVID-19 policies. Therefore, this appeal is denied.
