For large projects, final costs are based on the actual documented cost of the completed approved scope of work. To validate large project costs, FEMA reviews invoices, purchase orders, and contracts. The Applicant did not provide documentation that verifies it expended $41,228.56 in actual costs to complete the approved scope of work.

CONCLUSION

FEMA finds the Applicant has not provided documentation demonstrating that its actual expended costs to complete the approved scope of work included the $41,228.56 in dispute. Therefore, this appeal is denied.
