The applicant must complete the approved SOW for funding to be eligible. The Applicant did not complete the approved SOW under GMP 70546 for the Facility and the associated costs are ineligible. It is the applicant’s responsibility to substantiate its claim as eligible; if the applicant does not provide documentation to support its claim as eligible, FEMA cannot provide PA funding for the work. The Applicant did not provide information demonstrating eligibility of the claimed costs for communications equipment and mobilization. Therefore, the costs are not eligible for PA funding.

The Applicant did not complete the approved SOW under GMP 70546 for the Facility and the associated costs are ineligible. Regarding the claimed communications equipment and mobilization costs, the Applicant did not provide information demonstrating eligibility. Therefore, this appeal is denied.
