FEMA provides PA funding to eligible applicants for the repair, restoration, reconstruction, or replacement of facilities damaged or destroyed by disasters. In order to be allowable, costs must be reasonable and necessary for proper and efficient performance and administration of the award and be adequately documented. The Applicant has not provided the documentation such as contracts, invoices, cancelled checks and descriptions of work completed to tie claimed costs to the performance of eligible work.
FEMA has determined that the claimed costs are not eligible for Public Assistance. Therefore, the appeal is denied.
