FEMA may provide PA funding for eligible emergency work, including some NCS operations during COVID-19. FEMA intends that NCS is available to meet the needs of communities when there is a demonstrated disaster-caused need for shelter. For NCS activity conducted after the initial 30 days of the incident period, the applicant must submit a request through the recipient to the appropriate FEMA Regional Administrator. Time extensions are granted in 30-day increments. For all time extensions, the applicant must justify the ongoing need for NCS. FEMA granted numerous time extensions for NCS to October 22, 2021 but denied further extensions beyond this date. The Applicant asserts that there was a continued need for NCS to July 1, 2022. The Applicant did not provide documentation to demonstrate a disaster-caused need for NCS beyond the approved time extension of October 22, 2021.

CONCLUSION

FEMA finds the Applicant did not provide documentation to demonstrate a disaster-caused need for NCS beyond October 22, 2021.
