The Applicant is a volunteer fire department legally authorized to perform emergency services under established agreements with the Town of Cornelius. However, the Applicant did not demonstrate that the FAE’s costs were used to perform eligible work under FEMA’s COVID-19 Medical Care Policy or any other FEMA’s COVID-19 policies. Therefore, this appeal is denied.
