FEMA’s Medical Care Policy applies to PNP organizations that own or operate eligible medical facilities. The Applicant, a PNP entity that operates an eligible medical facility, demonstrated the purchase of three modular isolation units, which meets the definition of an alternate care site, were used for eligible medical services, to test, treat, and vaccinate patients for COVID-19. PNP organizations that own or operate eligible medical facilities may disseminate information about vaccinations. The Applicant has not distinguished potentially eligible costs associated with communications regarding vaccinations.

CONCLUSION

The Applicant has demonstrated the costs associated with the purchase of the modular isolation units are eligible for PA funding. However, it has not demonstrated the costs related to its public awareness campaign are eligible for PA reimbursement. Therefore, the appeal is partially granted in the amount of $361,109.77.
