Per 44 C.F.R. § 206.223(a)(1), to be eligible for PA funding, an item of work must be required as a direct result of the disaster. Predisaster records and a post-disaster roof assessment, among other items, demonstrate the Module J roof was significantly deteriorated prior to the disaster. The Applicant did not provide specific information demonstrating the kitchen ceiling collapse resulted from disaster-related roof damage instead of the pre-existing deterioration.
The Applicant’s second appeal is denied. Moreover, items of work under PW 201 were not required as a direct result of the disaster. Consequently, all items of work under PWs 201 and 202 are ineligible for PA funding.
