FEMA may extend the deadline for submitting an RPA if the recipient justifies and makes a request for such an extension in writing. Justification must be based on extenuating circumstances beyond the applicant’s or recipient’s control. The Applicant’s limited resources, lack of electrical power, confusion with other grant programs, and inexperience with the RPA submission process do not constitute circumstances outside the Applicant’s or the Recipient’s control.

The Applicant did not submit the RPA extension request within the established deadline and did not demonstrate extenuating circumstances to justify extending the RPA deadline. Therefore, this appeal is denied.
