The Applicant has not demonstrated that extenuating circumstances beyond its control justify a time extension for the Category A-G projects underlying the PAAP DAC project, and therefore, FEMA cannot extend the period of performance of the Applicant’s DAC project. Therefore, this appeal is denied.
